Well this problem existed before Bush 43 was in office. Back in 99 this was one of the reasons that I did not join the army. Since some of the bases are secret they don't want to reveal what goes on there or what chemicals are used since it might reveal sources and methods or some such foolishness.
Unfortunately this type of thing is also happening more in industry.
remember puttign bus hin office was puttign the "grown ups" back in charge.....
