I wouldn't read TOO much into it. IBM has more than a few contracts with the Federal Government stretching back at least 50 years; even if they got caught with their hands in the cookie jar, unless they did something particularly egregious, the WORST that will happen to them is that they'll be barred from contracts with DHS-not the rest of the government (a la Boeing with both the tanker and Atlas V document stealing fuckups).
And I'm sure there are more than a few people at Defense, Energy, NASA, Treasury et al that are snickering behind their hands and mumbling "fucking idiots" under their breath...
Yeah, DHS is not "the Government," and given that it's the only Bush-era new creation, it seems destined to fulfill the fate you'd imagine a Bush initiative to get. Disaster limned by theatrical incompetence.
Still, the name alone should earn DHS the endless opprobrium of all patriotic citizens. It certainly sounds better in German: Heimatssicherheits-Hauptamt, I'd guess. Or just omit the dash and run the whole mess together. Heydrich would have.
This contains many hallmarks of corpratist fascism: a regulatory atmosphere that encourages corporate corruption (IBM is no angel here); selective punishment or deliberate ignorance of said corruption, based on which companies pay direct tribute to the criminals running the state; and even an overarching security agency with a creepy name to provide muscle and spread fear.
Speaking of paying tribute, we should consider what the Cheney administration thugs expect from the telcos in return for giving them immunity regarding FISA violations. My guess: besides continued monitoring of domestic political enemies, even more Internet traffic shaping and filtering to make sure that as much of Bushco's record of incompetence and criminal behavior as possible goes down the memory hole.
Yet another reason why McSame would be disastrous for the country. We need a Dem executive and legislative branch to dismantle DHS. I'm far from confident that either potential Dem Presidential nominee will do that, but I know which is less likely to do so based on past performance.
