By the time he got to germany, he was making a campaign trip with campaign staff, and military hospitals are not to be used for campaign stops.
I agree with them on the principle, though I have a sneaking suspicion it has rarely been enforced before (though really, when's the last time someone made a campaign trip to Germany?)

And, it seems to me, a GREAT sense of relief on Patraeus' face. Or is he now doing his suck up routine? What did he report to the neocon hq about the visit? Is he thinking on how he can best build his resume further? Or, is he just relieved to be spoken to in complete, intelligent sentences?

what happend in germay you ask? well its very clear, a number of pentagon staff...mostly those that got promoted because they where neocons jsut submited their resignations early.
