It's a bit misleading to say he designed the cover for Speaking in Tongues, since the odds are that no one reading this ever has or will see it.

The SiT cover most of the world saw was designed by David Byrne, I believe. The Rauschenberg "cover" was a special limited see-through edition that resembled his other works.
