At any cost, the House must stop the immunity language. Or Bush and Cheney (and all their cronies and enablers) will be shielded from any criminal or civil action that might be taken against them after they leave office.
Da Boyz staff aren't going to be prosecuted for violating orders to testify. "Signing Statements" have been made left, right, center and sideways. Legislation has given GWB all the power he could wish for and more. Even when all that needed to be done was not to pass enabling legislation ... it happened.

The surveillance didn't start after 9/11, it started with Echelon back in the 1970s -- just that no one cared much and the NSA and CIA adroitly flim-flammed Congress into believing it was legit spying.
Plus, relying on FISA? A statute written before the fax machine, email, cell phones, microchips or the personal computer? FISA might just as well be written on stone tablets as being able to apply to any kind of surveillance today.
