The Peter Principle at work.
The purposes of any bureaucracy (sp?) are various and hierarchical. Here are some of them in rough order of priority.
1. Insure its own continued sruvival.
2. Expand its area of influence.
3. Complexify its internal operations.
4. Obscure its activities from the view of outsiders.
5. Defend its turf.
6. Justify its existence to itself.
7. Do the job it was created to do.
As time goes on more time, resources and energy are expended on the first few of these at the expense of the latter until the former take up all the organization's efforts and the last receive almost none at all.

The reason there are so many good immigration cases out there is because you and your pathetic band of loser 1811s from legacy INS never lifted a finger to close any of them before 9/11. The backlog is so massive that contraband investigations have been placed on the back burner so legacy Customs Agents can focus on cleaning up INS' horrific mess.
I'm pretty sure I could hold down a job at Walmart if I had to, but since I'm self employed and no longer sucking on Uncle Sam's tittie like you, I don't think it will be necessary.

Scientists Discover New Element
A major research institution has just announced the discovery of the heaviest element yet known to science. The new element has been named "Governmentium". Governmentium has one neutron, 12 assistant neutrons, 75 deputy neutrons, and 224 assistant deputy neutrons, giving it an atomic mass of 311.
The 311 particles are held together by forces called morons, which are surrounded by vast quantities of lepton-like particles called peons.
Since Governmentium has no electrons, it is inert. However, it can be detected, as it impedes every reaction with which it comes into contact.

Carol, It's an easy call- the Salvation Army. Minimum bureacracy, next to nil overhead because so many positions are volunteer. That's as opposed to the Red Cross which really isn't an NGO, it's more of a Para-Governmental Organization, with the bureacracy and overhead to prove it.
Froggy- well, this is why we conservatives can never win- we're honest about the shortcomings on our side, and frankly, the libs/left rarely are: anything to stay in power. At least we can feel good about having ethics, even when those who lead us forget theirs...

Don, judgement and competence are not the same. I have 100% confidence in W's competence, but maybe 90% in his judgement. He's also dependent on the knowledge and recommendations of his staff, or would you rather he be a micro-managing president like Clinton? Michael Brown was a disappointment, but the media acts like cronyism in the White House and government never existed before Bush was elected.
That said, I hope this Julie Myers doesn't get the job! However, remember that whenever an emminently qualified individual gets nominated for an important post, the DeMSM goes into full-riot mode. 2 names: John Bolton and Bernard Kerik. I'd bring Kerik back, myself.

We've got a cat 4 or 5 barreling down on Texas by the weekend. Sounds to me that the state government there has their poop in a group. Galveston is an island and is being evacuated as we speak along with Houston's newly settled evacuees from NO.
I wish I could say as much for the feds at this point. Michael Chertoff sounded vague and wishy-washy on Fox this morning. We DON'T need that... especially now!!! Asked point blank at what point they would have taken control from the state and local "authorities" (there's a laugh) he avoided answering directly.
Is there ANYONE in this freaking mess that ISN'T trying to cover their butt??? Is is unreal that the already homeless and devastated people of Lousiana have to continue to pay for their government's incompetency. The mayor lives in a self-centered dreamworld and the governor sits paralysed while waiting for someone to tell her what to do so she can refuse to do it!

I am really behind on this story it seems. Fox just did a segment on it an hour ago. In May or June of 2000 an order was given by a Pentagon lawyer to destroy the Able Danger data because it could have possibly contained information on American persons. Ok...redact those names...does it name Atta or not? He was NOT an American person!!!

We are on full court press in Texas.
Evacuations are ongoing from all costal areas. Hotels are booked all the way to Oklahoma. Rental trucks are gone from Dallas. The Houston Toll roads are free. Flash flood watches will be issued for the Eastern half of the state soon. And in my area, the farmers are going 24 x 7 to finish planting.
I grew up on the coast near Houston and can recall several near misses. The big thing is the bayous back up with the storm surge and even if you are 50 miles from the coast, you still get flooded. I can still recall as a boy the water being 1 foot from my house that was 15 feet above the Bayou and with a clear sky overhead.

The law was quite clear to us in the 80s about the US Citizen side of intercepts. We could collect and hold that info if ordered to do so by a field grade officer. Otherwise we had to throw it out.
It also depends on whether the system was operational as well. Testing we could do all day long.
Clinton threw up a huge wall between intel and domestic law operations during his term. I imagine the special orders were changed to be totally prohibitive. I don't know.
The two ( intel and ops ) need to be organically linked so one feeds into the other and vice-versa.
Certain types of crimes need to be exempt from Posse Commitatus. Terrorism is certainly one.
Why would the US Government not commit Delta or ST6 or a Ranger Battalion to capture a WMD on US Soil or to take down a Sapper Cell? Would someone argue with a lawyer rather than just execute?

Latest forecast has Rita going right by Houston with 160 mph winds and 35 foot surge.
I sat in on a conference call today to help plan a business shut down in Houston. We are now planning for a total loss of Houston operations for two to four weeks. I am really glad our manager there is an ex Army Captain.
I have friends in Houston who are working all night at their jobs so they can bail tomorrow morning with their families. If they did not pull this duty, they would not have a job to come back to if its real bad. A lot of people are waiting to see what to do until the AM. They need our thoughts.
Austin, TX was going to have big outdoor concert this weekend. They still have not cancelled. 100 mph winds and 10 inches of rain will ruin the festival.
Dallas and Fort Worth sent their commuter trains to Houston to evacuate people. One train is carrying out 900 people. That's pretty clever.
We are NE of Dallas on a hill so out of harm's way. Forecast has Cat 1 winds this far North and *maybe* biblical flooding as Rita may stall out nearby. We are very dry. Cracks are six inches wide and four feet deep in our soil. We can take a lot of rain.

Everybody, check out The O'Reilly Factor tonight...he had Donahue on last night but it got pre-empted by the Jet Blue thing. I caught a piece of it on Fox at noon today and there going to replay the whole thing tonight. O'Reilly threatened to throw Donahue off the set among other things. Old Bill got pretty hot! Is Donahue a Communist? He sure sounds like one. I'm not sure if O'Reilly doesn't ask for it sometimes by the people he lets on his show in the first place...he should know these idiots are going to behave this way by now! Then again, I appreciate the fact that he makes these morons look like just who they are. He knows how to bring out the true moonbat in all of them. Hilliary thinks she can trick people into thinking she is who she is not...and that's probably why she will never be on the Factor. Too bad.

I don't write nearly as poetic and smooth as Matt but being somewhat literate I do have some comments on some of your recent topics.
I saw on the news today a "WHITE WOMEN", being asked by a WHITE REPORTER why she was still on the Island of Galveston many hours AFTER the mandatory evacuation? She gave some crap about traffic being too bad and was not sure her car would make it but REALLY wanted to get off the Island. The reporter then asked her two or three times "why did you not take one of the free buses" offered to take her and her family off the island (she was really just calling her an idiot) she said that she really did want to leave but needed her car for work after the storm (that would put the island completely under water) so did not want to leave it. Okay...stupid! I am getting around to my first point. The New Orleans disaster was not racial...it was about stupid people not listening to advice and warnings and then waiting until it was too late and then expecting the federal government to save their butts and taking zero responsibility for their inaction. I felt personally attacked by Jessie Jackson who basically said I was a racist because I live in Houston and us white people didn't do enough to help the evacuees in from N.O. Did anybody watch the f'ing news. Gimme a break. He promotes racism so he can have a f'ing job. B.S. is what comes to mind. Our federal government has its issues granted, but, ultimately responsibility comes down to the individuals being given the same information as the "lucky" people that escaped or had food or whatever. I am in far North Houston right now and am not evacuating with Rita coming our way and if you see me on my rooftop then it is MY FAULT and just go ahead and shoot me, but you won't hear me say that it is Bush's fault. I bought my own food and supplies, filled all of our vehicles with gas last Monday as well as all the gas cans I could find, so if you do see me on my rooftop I won't be hungry and I can damn sure make a signal fire with all the damn gas I bought.

I would dearly love to write and say the thread topic is not true, but it IS true. I would like to say CTG is wrong, but he is NOT wrong. It doesn't seem to matter any more who we elect, Tweedle Dee or Tweedle Dum, they all let it happen, even foster it.
In my own little corner of DoD it happens all the way down to the Division level. It is almost as if ignorance, personal self-interest, and egotism are a job requirement that mandates actions impossible to actually perform and still manage to complete an ordinary mission. The created impediments to performance are awesome. Worse, if you query one of these senior leaders, they don't answer, they ask more questions. Problem is of course your fault for not answering their questions, never mind yours. I have never sought to "rise" to great heights, just to do the best job I can, leading and working with the best people I can. That makes me a chump.
I am leaving in early retirement this Friday, 30 Sep 05, and this crap is the reason why as much as anything.

Hey Hero, why don't you stop blowing smoke up your own $#@, and realize that you are part of a team. Yes, you didn't choose the team, and if you don't like it leave.
