don't worry about ruining anything, i have to think about the world's problems day in day out anyway. hehe.
about investing on human capital, i don't its about poverty. cuba's a poor country, maybe even poorer than ours. but their health system works for everyone. i guess its all about priority.
speaking of priorities...van,
debt is good if government spends it on something that will create wealth to pay back the debt. but it doesn't. that's the tragedy.
this is where it gets hairy. but really it all boils down to: if gov't doesn't service debt, it can't borrow any more money. and the past govts since marcos have been addicted to borrowing and borrowing to finance govt's day to day expenses...among other things. think of the white elephant projects each admin seems to have.
any gov't will want to borrow money to make themselves look good while in office. they think only in the short-term, as in their election term. and because the tax system sucks because those who should pay the most are also very powerful, it isn't a viable source of income.
they don't consult the people when they do this, and who's stuck with the bill? us. our children. our children's children. for eternity.

I'm not an economist, I'm not sure what the ramifications are if debt servicing isn't prioritized. I assume not doing so will effect something somehow. I wish they do focus more on healthcare (FP especially) and education, even a common man can see how this baggage is dragging us down at an alarming rate.

Healthcare and education were never priorities. Perhaps they were, but only in press releases and in the dreamy states of our leaders. At best, they're considered luxuries. They are always waiting for bigger disasters to happen first before they'd do something...and when they do, you can bet it won't be lasting. Everything will be for show. And why not? Everyone's preoccupied with showbiz, anyway.
Prevention and safety are words missing in their vocabularies.
