This country is littered with Bad Parents, not just mommies.

One extreme solution is to require licenscing for parents. I don't think that everyone should be or can be good parents. That is, simply because you can produce sperm, eggs and an ovary/uterus combo, doesn't mean that you will be good parents.

You would have to qualify as a team, tandem, with two adults (no matter the gender - and yes this statement means that I have witnessed fantastic gay parents), go through a course to be certified as parents. Once you have passed the course, you have to prove your are fiscally responsible and stable enough to support children. then and only then can you can go ahead and concieve. Not before.
