This seems to be a worse solution than the status quo. I'll take "unregulated offshore bookmakers" with point spreads and other creative props over "well-regulated" operations where the federal or state government is a part owner/operator.

Even with strict government oversight, stock options weren't eliminated after 100s of companies abused them. Can you imagine congressional hearings about over/under bets? Legalize and tax, sure. Legalize, tax, and "well-regulate," no, please no.
