But it will NEVER happen. Just like testing the War Powers Resolution Act of 1973, which I believe if ever challenged in Court it would have to be ruled unconstitutional. There is simply too much to lose on both sides to have such a sensible solution. The abortion issue brings in too much money on both sides and why lose such a good thing, unfortunately thats how I see it.
