When I was in Aerospace it was believed that the DOD procurement awarded contracts based on who they thought would fold without the contract, regardless of efficiency or who developed the thing to be produced. It was believed that they did this so as to have a wide base of potential defense contractors to use in the event of a war bigger than the "off the shelf" wars since Vietnam.


Wouldn't that be turning democracy against capitalism?
