When Washington Dulles airport was built, the Washington Metro Airport Authority wanted to encourage its use. However, they knew that traffic being the way it was in DC, this would be hard to encourage people to use.
Therefore, they built the Dulles Toll Road, which charges tolls for those who travel local exits and creates two separate lanes each direction for people just going to the airport in back. Therein, theoretically, making it fast to get to the airport, even during rush hour.
The epilogue is that my parents lived in Reston in the late 1970's right after the toll road was built and my mother found it sometimes faster to go out to Dulles airport, turn around, and come back rather than taking other roads. They strongly discourage that now.

The growth of businesses along the DTR corridor played a role in making the local exits only toll plan feasible, since so many trips take place from suburb to suburb and from exurb to suburb.
Also, Virginia traditonally used a "pay-as-you-go" system, meaning that tolls would be collected in one area and then tolls removed as the road was paid for (example: I-95 around Richmond, where my father's company removed a section of booths in the early 90's).
NoVA commuters also have the option of the Dulles Greenway, which was supposed to be the next generation of highway construction in that the project was "privately" funded and contracted. Due to high initial tolls, results were mixed, or at least that was the case when I left Virginia 5+ years ago.
Weekday traffic is pretty much a bottleneck during rush hours, mid-day, and in-between. Weekends get crowded sometimes should an event, accident, or construction work intervene.

We had a cherry tree in my backyard as a child. I assume that what happened to them is the same all over- the flowers die off, the fruit remains, then falls off the tree to be trampled underfoot or eaten by squirrels and birds.

yeah, I'm giddy with power now, and nothing good can come of that. I think the proper way to tell me to cram it would be to play out the season and also write up the press conferences.
And decide outcomes with a d10, of course.
