Okay so when did the FCC become the world communications police? You know, other countries in this world do have their own regulatory agencies.

You lost me there.
In its testing of the iPhone using 850, 1900 and 2400 MHz, the FCC wil OF COURSE have made sure that it is not also transmitting on some other band that some other people may have the rights to. That's pretty much the whole point of what the FCC does.
And I very much doubt that the FCC pays any attention to exactly what the iPhone is transmitting on those 850, 1900 and 2400 MHz bands that it does use in the USA. They'll check the power levels, and the exact frequencies and so forth. But not, for example, that it will correctly talk to phone company equipment or follow the GSM standard. That's Cingular's job.
