It seems it was related to the BBC content and distribution.

For those not in the UK the BBC is funded by a license fee to all TV owners (about £300 / year). Nevertheless it is under great pressure to reduce costs and increase revenue. Selling BBC content to the whole world without any infrastructure expenditure or marketing costs would be a nice quick fix. UK taxpayers would not buy (very much) as they are already receiving the programmes free. Any sales to the rest of the world would help reduce costs to the UK license. Win-win for Apple, the BBC and UK license payers.
