"The Doomsday weapon" is just a bit hysterical.

In the movie "Dr. Strangelove," the Doomsday Weapon, which the secretive Soviet government wasn't telling the world about, was the wiring of many nukes (I haz many nukes) to all go off if a single nuke went off over Soviet territory.

But I agree that nukes do little for internal stability, at least directly. It could be argued that the patriotism evoked by possession of nukes might help to hold Iran together, but I wouldn't do it very strongly.
