Mayor White is telling those with their own transportation to use it as there are not enough government vehicles to get everyone out of vulnerable Houston areas.

I caught this nugget in your post ... hmm ... maybe Nagin did the right thing in using the drivers and buses he had to get people to safety spots rather than spending the time he had sending his buses out of town to evacuate just a few.

Yep.

Its easy to blame overwhelmed locals because they're caught in a catch 22. They have three otions and only enough resources to pick one. No matter what they choose somebody can second guess them for not doing the other two.
