Back in 1992, secdef Dick Cheney asked under-secdef for policy Paul Wolfowitz to come up with a strategy policy. What Wolfman came up with (translating the military and political euphemisms) was this:
"Let's invade Iraq and steal its oil. We'll use Iraq as a forward base to launch attacks on the surrounding countries so we can steal their oil."
In 2000, the Project for a New American Century (PNAC), which includes Cheney, Wolfowitz, Perle, Rumsfeld, Jeb Bush and various other neocons important to the Bush maladministration, came up with a policy paper. It was essentially Wolfman's policy tarted up a little. It said that turning the US military into a gang of marauders pillaging the world's resources (primarily oil) "is likely to be a long one, absent some catastrophic and catalyzing event -- like a new Pearl Harbor."
In 2001, because of his own seeming incompetence, Cheney was "lucky" enough to get the enabling event (often referred to as a "new Pearl Harbor") that allowed his wet dream of 1992 to come true. At least as far as Iraq goes. The surrounding countries are next.
Cheney has pushed long and hard to be allowed to continue to torture. This is not because he gets off on it (although I am sure he does) but because it serves a purpose. Under international law the US, as an occupying power, CANNOT legally leave Iraq until it has a stable govt. The torture is inflaming the insurgency and preventing a stable govt. No wonder Dick wants to be able to torture.
The torture is serving another purpose. It's inflaming passions across the Muslim world. Much of the Islamic world happens to sit on most of the world's oil reserves. Nobody would find it implausible if Iranian hotheads launched a terrorist attack on US soil. And if the hotheads won't bite, Cheney will arrange another false-flag operation.
A week or two ago various federal organizations started relocating to a zone 30 miles outside Washington so they would survive a nuclear strike there. Coincidence? A nuclear strike on Washington by "Iranian" terrorists would give Cheney the excuse he needs to invade and the excuse he needs to invoke martial law and declared Dubya presidential sock-puppet for life.
These are evil people. They are NOT stupid. They only look stupid if you evaluate their actions by the metric of the welfare of the American people. If, instead, you use the correct metric, that their objectives are to turn the US into a fascist dictatorship, steal the world's oil, and make their obscenely-rich cronies even richer by robbing the poor then they're doing very well indeed.
If you consider that implausible, remember that Cheney and the Wolfman planned to invade Iraq and surrounding countries back in 1992...
