SCOTUS has ruled that the president's power of pardon is virtually absolute. Unless there is a proven quid pro quo, such donations are perfectly legal, if unseemly.
If Hillary is the nominee or ends up in a tight race for the nomination, the Hoover Dam would not be able to hold back the ocean of foreign cash trying to find sub rosa routes to her campaign fund. Nor is that entirely Hillary's fault -the rest of the world badly wants to influence who the next American president will be and will try to do so regardless of who the candidates are.
All the campaigns better have expert CPA vetters handling the donors in place if they want to stay out of political and legal trouble
