This is an outrage and can be compared to football signing bonus or guaranteed money. If a player/soldier lives up to the contract, ALL monies owed should be paid. If a soldier/football player deserts or fails a morality clause, then a portion of signing bonus SHOULD be returned. To make a soldier return money , signing bonus or charges for missing equipment, is a farce.
