My, my we have a paltry notion of what "victory" is these days. No cloture vote, no bill passed, nothing. And this is victory?
Well, considering the do nothing body we're measuring, this IS a small victory. A majority vote is meaningless in terms of impact on policy but it does indicate some tiny progress in perception.
Nothing changes overnight bhc. Four years ago it would have been soundly defeated. That's something.
