While there has been nmerous speculation about the use of AlQueda as a bogeyman to instill fear and thus cooperation among the US voters, I have yet to see any indication that
there is any cooperation with Islamist groups in either Lebanon or Palestine. Still, if the US is actively pursuing a stregnthened Sunni presence it may explain why both Kharzai and Maliki have taken steps that seem contrary from the US's basic policy for both countries in recent months, although the steps have been minor in detail.
On another note, is not the Sunni sect the more populous of the Islamic religion? Could this not simply be pandering to the more populous of the Muslim world?
On the funding of the covert ops, with the ability of the government to not be accountable for hundreds of millions of dollars it is entirely possible for covert operations to be run without the need to inform Congress. I wonder if there is also the possibility that we will see a resumption of Iran Contra like drug running from Afghanistan, then, considering the size of the opium crop and the need for funds to finance these operations (unless all funding is by the Sunni nations).
Have not had a chance to read the article yet, but these allegations do not truly surprise me.

To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East and coöperated with several key Sunni players, including the Saudi government, Palestinian and Lebanese Islamists and even groups affiliated to Al Qaeda.
They're just stirring the pot - again - so they can make even more money off their endless war on 'terrorism'.

Or to put it another way, as Cernig said, they're sociopaths. Out of habit and preference, they lie - about everything. No matter what they tell you, everything they do is based on self-interest. They have no ideals, they have no values, they have no ethics, they have no patriotism -- because they have no conscience.
Which is why, no matter how much money you have, you can never afford to forget that they're always - always - gaming you.
It's hard to blame them, really -- gaming you is absolutely the only thing they know how to do. And, to paraphrase Ghandi, you shouldn't be angry with the Bushists. They didn't take your country - you gave it to them.
Perhaps Ghandi's last line should be updated a bit...
