It's one of Bush & Co.'s scams that it tries to present any and every sign of "progress" without context, or with misleading "context".

The seasonality of casualty cycles is well known in the Pentagon and White House. That is surely one of the reasons why it chose September as the magical month in which we'll learn whether there's progress. September is the last month in the long summer doldrums. Things will get much uglier again in October.
