If the government thinks that the intelligence community, for all it's "new" tools, will do a better job protecting us from another major terrorist attack like 9/11, I question whether or not the restructuring of agencies under the DHS has made a difference for the better or for the worse. Seems there are a lot of openings for foreign-language analysts (?) ...
