Australia is one of the closest allies the United States has and while John Howard was much more conservative than most Aussie PMs, his military support of the U.S. in Iraq is traditional foreign policy for Australia, which sent combat troops to fight alongside Americans in WWII, Korea, Vietnam and the first Gulf War.

Expect that Rudd will be at pains to demonstrate Australia's military solidarity with America elsewhere, particularly as his term as PM overlaps the next administration.

11 years is a very long time in power for a parliamentary democracy ( hell, any democracy) and Howard was tired and looked it. You called it correctly, it was simply time for a change down under.
