Another thing to take into account is the usefulness of such a letter. Now, this may be a different world within the military than the one I came from, but if there is any similarity, things like this are taken with a grain of salt.
High ranking officers direct, they don't issue orders. That's not to say when someone with that many stars tells you to do something when you share the room, you don't do it.
But written correspondence such as this, it gets circulated, and often times, not even digested.
As I said, these guys, they direct. the deliver broad orders to less higher ranked officers, and as the order is passed down the chain of command it becomes more specific based on the situation.
It's a good letter, but as written doesn't amount to much, in my opinion, like the CO of an aircraft carrier writing a letter to all of the sailors not to drink and drive.
No, in order for this to bear weight, the concepts must be passed down like any other order in the military, allowing the Lt's and Sargeants to distribute and execute the orders in a way meaningful to the men under their command.
That would work. This is window dressing.

Do you really think that General Petreaus has to know everything his predecessor did? There's always some loss of knowledge when you hand over power, and he's got a LOT of things to pay attention to. I think its perfectly believable that a poll like this would have slipped his attention until the news article was published.

S, I don't think anyone's that naive - especially not someone posting from Centcom (as you are). If it was important enough to be held back from public release in case it affecetd the political push for the "surge" then of course Petreaus was briefed on it.
Bob, I'm not sure what your comment on linked article - about Saddam gassing Kurds and Belgian sales of chemicals to Saddam, has to do with the topic. Can you explain? And what does Iran have to do with it?
