Small was appointed by Clinton.
He did raise more money for the Smithsonian than all the other directors combined.
Catherine B. Reynolds withdrew money for the "Hall of Achievers" because the Smithsonian (under pressure from the academic elite) did not want an exhibit highlighting great individuals. As all good liberals know, individuals are unimportant, only group identity matters. Anyway, all "big" business is bad and rich people suck.
Why did the Board repeatedly raise his pay (from $300,000 to over $900,000)?

Because the board is controlled by Republicans like William Renquist and John Roberts.
Renquist handpicked Small for the job and pushed his appointment with the Board of Regents (who made the appointment, not Clinton) even over objections that he had no qualifications.
But keep drinking that Kool-Aid, ed.
