And, of course, it's also the case that people who do have insurance when medical disaster strikes often are dumped by their insurers, or have claims refused for inane reasons, or have their premiums jacked up to the stratosphere, or lose their jobs (with insurance) because they've become disabled.

Absolutely. There's just no shortage of conceivable scenarios that make reasonable think there's a place for a publicly financed insurance safety net.
