No it ain't.
Robert Baer, who did some white knuckle clandestine field work in the Mideast for the CIA, including in Saddam's Iraq, was repeatedly persecuted by political hacks in Clinton's White House and NSC, who sicced the FBI and Secret Service on him for good measure. A highly fictionalized Baer character was featured in Syriana.
In any event, given how the old CIA D.O. operated in the 1950's and 1960's, plus the use and abuse of contract and completely off the books employees, I strongly suspect Baer and Plame are merely noteworthy for getting their story to the public, not for the treatment they received.
