Please find the May/June issue of Foreign Policy and read the article entitled "Return of the Idiot" by Alvaro Vargas Llosa. What Chavez is promoting is populism. Mr Llosa points out the basic characteristics of populism.
1. The impugning of the oligarchy and its replacement with another type of oligarchy.
2. The denunciation of imperialism (with the enemy always being the USA).
3. The projection of the class struggle between the rich and the poor onto the stage of international relations.
4. The idolatry of the state as a redeeming force for the poor.
5. Authoritarianism under the guise of state security.
6. "Clientelismo," a form of patronage by which government jobs...as opposed to wealth creation..are the conduit of social mobility and the way to maintain a "captive vote" in the elections.
This will give you something to start of with.

Thanks for the prompt response John.
I will definetly read this article in hope to gain some more knowledge about the Caudillo's 21st century socialism.
