I agree that this is a trivial non-issue, except insofar as it really does make Kerry look like a doofus, but the blame here has to lie with Kerry. There's a published report that runs the "foreign leaders" quote, and when that's followed up, rather than correcting the quote and referring to "more leaders," Kerry defended the quote as published. For the Enquirer to go with the original quote, corroborated by Kerry's non-denial, is not its greatest affront on good journalism to date - nor do I expect it to be the last...

Ditto on above Kerry did subsequently basically acknowledge that he said it by defedning it.

Well,
I think Kerry cut his losses and chose to defend what he said, instead of trying to look like was dodging it.
The word "foreign" is what drove this, and it would not have gotten the play. What I think is bad is that the BushCo faction is pushing the term not because he has to back it up, they want Kerry and foreigner uttered in the same sentence over and over again. Call it subliminal, but that is the value of this for Bush.
The election is about appealing to the ignorant fools who only read headlines, and often only read them in passing, thus the keywords of Kerry, foreign being the desired response of the uninterested voter who spends little time reading and less time thinking about the issues.
