the crazy thing is that in the 1980s, cap-and-trade schemes were the republican answer to environmental issues. the advocated the market based-approach over outright regulation (as was used in the 1st generation of federal enviro laws. the first serious cap-and-trade bill in this country was proposed by president reagan and signed into law by the first president bush.
