Are you seriously asking a poor ass city like New Orleans to be prepared for this kind of tragedy when funding has been cut for the war in Iraq? 78000 National guard have been federalized and are fighting for a foriegn govt when they could be here saving our own people. This is also a class issue many people just couldn't be evacuated for fear of looters or just due to the fact that they have no money to leave in the first place. We can't lay blame on just the mayor we need to blame the STATE the FEDS and OURSELVES for being short sighted and selfish asking for tax cuts that we don't need. If govt can't provide infrastructure and disaster relief then what are they good for?

Not to mention the absence of the VP and the shoe-shopping Condi Rice. So what does Laura say, "It's not as bad on the ground as it looks on t.v." What the hell is that??? naw, i don't think so. I think if clinton was the 'teflon' president, bush is the 'reverse magnet' president.
what*ever* criticism comes his way not only doesn't stick, it reverses course and clings and does damage to the one voicing it.
it happens time and time again, and it's already happening now.
katrina's cat4 winds'll pale in comparison with the gale-force pilloring of the dem gov of La. and mayor of new orleans.
Elaine Chao, secretary of the dept of labor, was just on cnn this morning saying that the federal government has been working wonderfully (!) with governor barbour [of mississippi].
the implication is loud, clear, damning and sinister.
and it's exactly what mike brown has been doing throughout this whole ordeal. every time, when discussing those still trapped in new orleans, he *always* qualifies any remark concerning refugees by referring to those who *chose* to remain behind.
again, the implication is loud.
and so it goes, with everyone in this administration...le's not even mention fox'news' and the am radio crowd.
i'm telling you, this will be barely a smudge on bush's, and the repub's, reputation but rather either be *entirely* blanco's fault, or nagin's, or the state's.
AND don't think the religious right won't pounce on this like nobody's business in an effort to damn their enemies to everlasting hell while giving praise to g*d for the opportunity for even more air time.

From Kos and from the FEMA charter.
In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort. The new Department will also prioritize the important issue of citizen preparedness. Educating America's families on how best to prepare their homes for a disaster and tips for citizens on how to respond in a crisis will be given special attention at DHS.
All talk... no action.

So easy to criticize after the fact.
So many of you complaining about the lack of funds / troops / food...etc. Can't you see the logistical nightmare of trying to organize search-and-rescue and relief efforts in such a devastated area? We could have all our brave Iraqi liberators here at home and the number of people able to fly in and help would have been close to the same. The infrastructure was destroyed. How can you get 10,000 troops/guardsmen in any faster?
Yes, it is horrible. But realize that N.O. has known that their levees could only weather a Cat3 storm for decades. Last time I looked, every politician over the past 20 years has not been a Republican.

Lol. From the New Orleans Emergency Management Plan, Annex I, entitled "HURRICANES":
"Conduct of an actual evacuation will be the responsibility of the Mayor of New Orleans"
"includes identifying the city's present population, its projected population, identification of at-risk populations"
"New Orleans will utilize all available resources to quickly and safely evacuate threatened areas."
"The timely issuance of evacuation orders critically impacts upon the successful evacuation of all citizens from high-risk areas"
Here is an ameture weather-blogger hysterically telling Mayor Nagin that he MUST evacuate the city as early as Friday. He specifically layed blame (before the hurricane even struck) on Nagin for FAILING to order his people out on time. He called the mayor of New Orleans an idiot and said thousands would die due to his incompetence.

Neo,
Yep, logistical nightmare. That's why it should have begun before the storm made landfall.. or the day the storm made landfall...or the day after the storm made landfall.
The failure is that it took four days to get significant aid to the area and so our fellow citizens suffered and died. That bothers us. We care about other people, even if we don't know them. And the hell in New Orleans is a just a fraction of the hell in the entire region. Other cities and towns also have gotten no aid. Many, many more boots and equipment should have been on the ground much earlier than they were. That's why we are angry. Sorry if that makes you sick. Perhaps you could blame Bush for that, also!
As for knowing ahead of time that a Cat 3 hurricane would be disasterous: that is why budget requests for levee repair and reinforcement were made over and over again - budget requests which were denied by this administration. Some projects are too big for state and cities to tackle. That's one of the essential roles of the Feds - to prevent and mitigate disasters of this magnitude.
As for expecting private citizens such as Jesse or Al to do what the Federal government is sworn to do: that's just laughable! When your home is on fire, you expect the fire department to help you out. When there is a huge natural disaster, we expect FEMA and the National Guard to help us out. That's why we pay taxes.
I agree with you: "...there was colossal failings at every level of government."

Jim B. do you understand what that means? American’s Want Answers to the Failures to Respond to Disaster in New Orleans
September 3rd, 2005
AP News reports that:
Bush had the legal authority to order the National Guard to the disaster area himself, as he did after the Sept. 11, 2001 attacks . But the troops four years ago were deployed for national security protection, and presidents of both parties traditionally defer to governors to deploy their own National Guardsmen and request help from other states when it comes to natural disasters.
In addition to Guard help, the federal government could have activated, but did not, a major air support plan under a pre-existing contract with airlines. The program, called Civilian Reserve Air Fleet, lets the government quickly put private cargo and passenger planes into service.

Cowidice,
Bullshit. He contacted the federal government as the storm was striking. He should have contacted them on Wednesday, the week before to pre-coordinate. Then on Friday he should have told everyone to evacuate NOW NOW NOW NOW NOW NOW NOW. He should have screamed in a a mad panic at his press conference. By Sunday the roads would be clear enough to move NG in to evacuate the poor people.
Plus, why do you people insist that he only had a week to plan this? He had YEARS to plan.
During his press conference he should have told everyone to make sure they had AT LEAST 48 if not 72 hours of food and water, and to put it in a trash bag, and to keep it with them no matter what happened.

Trent Lott is a total moron. I hope all Americans hear this asshole attack people for complaining. May he rot in hell!
Hassert was at a fundraiser

I'll BET MY LEFT NUT that as I write this they set up a war room to blame everyone but themselves.
Liberals are called many names for complaining about all this for many years. They are called Bush haters and Un-American. The fact of the matter is they are more American than any people I have met and they have been on target with exposing what the media wouldn't.
The media is also to blame. The liberals are the real heroes! They have come to the AID of the people. They have worked their asses off to stop what just happened. They are figting for the troops. The right wingers are playing fucking games and now we all suffer.
THIS IS THE TIME PEOPLE TO EXPOSE EVERYTHING!

So many of you complaining about the lack of funds / troops / food...etc. Can't you see the logistical nightmare of trying to organize search-and-rescue and relief efforts in such a devastated area?
The point I think you're missing is that we're not complaining because the efforts are difficult and take time. We're mad as hell because those efforts didn't even start in any meaningful way until our emporer was forced to pay some attention. Not until we, the populace, sat in open-mouthed disbelief watching our fellow citizens, old people in wheelchairs and infants in their mothers' arms die of thirst on the streets of NO. I have no doubt that without some liberal outrage and the mayor's desparate and honest plea those people would still be sitting there waiting to die.
The proof is how quickly troops came in (and began doing what they should have been doing days earlier) once our government realized that the rest of us actually cared about those poor black people. I don't think they counted on that.

Fool,
I am not a kool-aid drinker. I have been arguing for a long time with right-wingers that the War in Iraq was a disaster, that the reasons for going were dubious, and that Bush was guilty of a near-impeachable crime for it.
I have also argued about the need to explore alternative energy, as well as fuel conservation. I've argued against SUVs, against ANWR drilling, and for improved fuel standards. I have argued that Bush's energy policies are a disaster.
*YOU* are the kool-aid drinkers. Everything that happens is Bush's fault.
You people will find reasons to attack Bush no matter what. The levees, the marshlands, the tax cuts, the racism, global warming, etc. etc. etc.
If Bush flys down in a helicopter you say its just for PR and say he doesn't care. You say he is wasting precious law enforcement resources. You say his helicopter should be rescuing people instead of carrying him around. You would scream that he should have stayed in DC.
But what if he doesn't fly down there? Then you start bitching about how detached he is. You say he obviously doesn't care and would rather stay in DC where it is cozy. You would say he doesn't comprehend the damage. You would scream for him to fly down there.
*YOU ARE THE KOOL-AID DRINKERS. WAKE UP*

Just found this on Americablog - from the Times-Picayune:
Three tons of food ready for delivery by air to refugees in St. Bernard Parish and on Algiers Point sat on the Crescent City Connection bridge Friday afternoon as air traffic was halted because of President Bush’s visit to New Orleans, officials said.
The provisions, secured by U.S. Rep. Charlie Melancon, D-Napoleonville, and state Agriculture Commissioner Bob Odom, baked in the afternoon sun as Bush surveyed damage across southeast Louisiana five days after Katrina made landfall as a Category 4 storm, said Melancon’s chief of staff, Casey O’Shea.
“We had arrangements to airlift food by helicopter to these folks, and now the food is sitting in trucks because they won’t let helicopters fly,” O’Shea said Friday afternoon.
The food was expected to be in the hands of storm survivors after the president left the devastated region Friday night, he said.

The anti-logic of the koolaid brigade is going to become more and more desperate as days unfold. These mindless drones now find themselve's burning in the the heat of the midday sun with no place to hide and as the hot light shines down and makes clear that their koolaid was nothing more than a glass full of wingnut piss, they will heard praising the flavor of piss.
As much as you would like to show these piss-bloated ignoramuses the error of their ways...as much as you would like to help then ween off their piss-bingeing addiction by offering a refreshing glass of clarity...don't bother wasting your time.
They have succumb to a denial so deep that only the bullshit-flecked words of their great piss-pushing leader hold the key to their survival. And in the light of recent events I can't see much hope for their rescue, but that won't stop them from howling and screaming out loud their piss-induced nonsense while scavenging about for another blessed drop of piss.

Lott gave us an opening, he said a day or two or a week from now is the time to complain and that he'll be the first to complain. The rest of us know there are literally hundreds of things to complain about so one week from now if Lott hasn't publicly complained about the failures in federal, state and local governments to act in time he needs to be outed as a liar and a panderer. My letter is already written.

PULL YOURSELF UP BY YOR BOOTSTRAPS
Along with the water and garbage bag, I shall strap to my back my 82 year old wheelchair bound mother. She can put the water on her lap. I shall then put my 2 children in one arm, (my husband is in Iraq) wrap my dog in rope and put that rope between my teeth. I shall leave my other arm free so that I can push aside the debris and the dead bodies floating by me as I resolutely walk through calf, thigh and chest high water that is filled with known and unknown items. (that I am pushing away with my free limb) for X miles to get to X. I do all this with 4 herniated discs that I received as a result of my carelessness at work. I was standing on a platform doing my job (S&R) and the platform collapsed I guess I should have telecomunicated. My car by the way was at the mechanics for yearly inspection. I went to get it out on Saturday but the mechanic had fled. Yep, in my car.
I called my uncle (he has a private corporate jet) but he could not come and get us, no permission to land.
Tried to rent a car, none left. I did see a big SUV leaving and when I asked for a ride to where ever, the driver said no, the back seat was filled with his clothes and knickknacks from his house. I offered him the 300.00 I had He grabbed it from my hand (the one the free limb is attached to)and he shut the door and took off. Now, when I reached the French Quarter I went to the Hilton. No rooms. I did have a credit card left but the manager was busy getting the guests out. I then made my way to the convention center.
There was a criminal element there (just like anywhere). They had privatized all the water and food supply. Some were running around with guns and raping woman and children and stealing from people just seeking shelter. Others, were shooting at anything, moving or still. I believe they were the addicts coming down from a high and no where to get a fix. I am at my wits end. It has begun to rain. I admit it is all my fault. I am an utter failure. I deserve what I get.
My great-great- great- great parents should never have settled here. Although I do know we had working levees in 1729.

There has not been one single solitary "white" representative for the Democratic Party to be seen seen anywhere. Where the hell is Pelosi, Reid, Kerry, Kennedy, Biden...oops I forgot the DINO named Joe-mentum Lieberman came out from under his rock...but anyway, where the hell are the Democrats?!!! Imagine if Bill Clinton or Al Gore were responsible for this fiasco? Would Newt and the whole gang be pulling punches? Holty sh*t! This exposes once and for all the complete moral bankruptcy of both parties and the establishment in Washington in general. What a shameful and dark chapter in American history. Got to love the way Anderson never let Lott take jabs at the media and let it be at that. I love the way he interupted him and told him that was not true.
I can't believe anyone can defend Bush on this.
Do all of you feel safe if this country was attacked? Well guess what?It was! Attacked by a hurricane. Do you feel safer with Bush at the helm?
He won the last election over fear with Kerry being predident. Well, he could not have done any worse than Bush did.
A lot of people are to blame for this. Some of the trolls are trying to devert attention away from bush and on other people. Yes, everyone is to blame, but Bush is responsibile as well. The blaming others has worked up until now. The media won't let him do anymore. So trolls, keep trying to devert. Does not change anything. Bush dropped the ball big time.
Lott said now is not the time to point fingers. Yes it is. We can chew gum and talk at the same time. He is hoping that we shut up and once everything is better in NO the nation will forget this the incompetance of Bush and his administration. It won't work. These are Americans, not third world people.

Econ,
Yes.
Officer,
That is a bullshit straw-man argument. New Orleans is below sea level and surrounded by water on all sides. The local government has known about this exact disaster for years. Is it too much to fucking ask that they prepare their citizens by spending a few dollars to keep a couple of gallons of water and non-perishable food around?!?!
And don't give me this "but they black an po" bullshit. I know that. But how expensive is a gallon or two of bottled water? How expesive are four packs of dried nuts and fruits? It is *YOUR* mentality that is responsible for this disaster. Your mentality tells them "Do nothing for yourself. Do not try to protect yourself in any way. Don't make even the *least* bit effort to save your own life. $5 is too much to pay to save your own life. Big government will take care of you. And if they don't, its because they are racists. Kill whitey!"
Cowidice,
I already said the Iraq War was a mistake and Bush was responsible for it.

Ok help me out here... National Hurricane center knew that by Friday 2 PM "...Katrina could become a category three or major hurricane by Saturday" and it was er... edging Westward. National Hurricane Center computer is hooked into FEMA ok? Now, according to to the Louisana Homeland Security Emergency Preparedness site under the Fed. Response Plan pg. 308 - after the PRESIDENT 'declares' a Major Disaster or Emergency (say Sat 27th Aug.) doesn't that kick into gear the DHS responsiblity immediately before even LA Gov sends in a 'backup' plea asking for help. 32,000 soldiers now in New Orleans and they're bagging savages right and left.

Bush request that New Orleans be evacuated. Nagin and Blanco issue a mandatory evacuation. What did they do help their poor residents get out of town. City transit, school buses...thats an idea. How is that 1/3 of the population stayed behind. Nagin is the one who failed New Orleans. What plan did Nagin have for this kind of event. He knew it could happen....why not have enough MRE's for this kind of event. There is plenty of blame to go around.

Here is a dose of common sense
1. I live in a city that is below sea level.
2. I am surrounded by water on three sides.
3. The only thing preventing me from being part of the Gulf of Mexico right now are man-made concrete walls.
4. I know that the most powerful hurricane in perhaps decades is coming in for a direct hit on New Orleans.
5. I have had a week's warning.
6. The mayor told everyone to evacuate.
Conclusions
a. I should leave.
b. If I can't then I should get to a shelter.
c. If I can't then I should buy a weeks worth of food and water.
d. I should have bought these supplies years ago in anticipation, but I was either too lazy or too complacent to spend $10 to save my own life.
So
The reason why these obvious conclusions were not drawn is because of the mindset of entrenched government dependency, brought about by years of Democrat rule. Yes, I said rule. I said rule, because the Democrats treat their constituents as pathetic fools to be ruled over and used only when it is convenient for political gain. What did the mayor or governor of Louisiana ever do for the poor black people in New Orleans? Nothing! Their crocodile tears and contrived false concern are showing themselves now, ONLY because it helps them score political points. Its just disgusting.

Actually here is a revision:
Here is a dose of common sense
1. I live in a city that is below sea level.
2. I am surrounded by water on three sides.
3. The only thing preventing me from being part of the Gulf of Mexico right now are man-made concrete walls.
4. I know that the most powerful hurricane in perhaps decades is coming in for a direct hit on New Orleans.
5. I have had a week's warning.
6. The mayor told everyone to evacuate.
7. George Bush has been a total fuckup for the past five years. Every he's done has caused thousands of people to die.
8. George Bush heavily cut funding for levee construction and marshland protection.
9. My Democrat leadership have been telling me for years George Bush doesn't give a damn about me, and he only cares about the rich.
Conclusions
a. I should leave.
b. If I can't then I should get to a shelter.
c. If I can't then I should buy a weeks worth of food and water.
d. I should have bought these supplies years ago in anticipation, but I was either too lazy or too complacent to spend $10 to save my own life.
e. I should not rely on George Bush to save my life.
So
The reason why these obvious conclusions were not drawn is because of the mindset of entrenched government dependency, brought about by years of Democrat rule. Yes, I said rule. I said rule, because the Democrats treat their constituents as pathetic fools to be ruled over and used only when it is convenient for political gain. What did the mayor or governor of Louisiana ever do for the poor black people in New Orleans? Nothing! JOE tut tut... You should know by now that King George's proclamations from his throne e.g. you shall evacuate now.. is pretty weak.. Now, let's put our heads together - How many poor people are in NO and how many hours are there in the day? Can you see a problem emerging? Let's throw in a few variables, e.g. poor people having no money at the end of the month, no car, no gas, elderly and disabled relatives with mobility issues - Now, the Mayor is just one person - do you really expect with all the other v. important coordination duties he has to do (BTW Joe, that doesn't include him playing the guitar, having a golfing session, going to a birthday party or chow downing some cake) like mobilization the police, coordinating with the Red Cross and contact regional FEMA (we wish) that he should have been knocking on peoples doors with an army of brightly colored yellow taxis? Notwithstanding the fact that the roads out of NO being completely blocked. Now now Joe, you mentioned something about a plan - 'the plan' Joe in actually in your posting - The Astrodome which is considered high ground - so I'm thinking it was a pretty good idea to use it as an 'emergency' evacuation place - don't you. However, not to be used a camping ground - but maybe that was King Georges idea? Now an 'emergency' evacation place you would think is where people can be transferred - and if you have had your WHOLE CITY DESTROYED with all the buses under water - don't you think help would come from outside? OH - I don't know - maybe the Federal Emergency people with lots of water and food and medicine 'on call' to go anywhere in the country to help a disaster it knew was coming Friday 27th Aug? But, yes Joe - "WHO KNEW"?

China evacuates 790,000 as typhoon slams into coast
September 2, 2005
Page Tools
Email to a friend Printer format
China evacuated more than 790,000 people as powerful Typhoon Talim slammed into its east coast yesterday after barrelling across Taiwan, where it left three dead and dozens injured.
Compare this headline to the dire warning of 10,000 U. S. citizens being the final toll of hurricane Katrina.
Is it possible for citizens to trade leaders? Do you think we could convince the Chinese citizenry to trade Bush for their leader? We could destroy their country from the inside.

You should because Bush Jr has the same idiots running the country that his daddie and Reagan did. The same selfish, war mongers who steal 9 billion dollars from Iraq, still unaccounted for today. Thats your money to Neo or you just don't really care because you got that $500 tax cut or are you the one that gets the $250.000 dollar tax cut or maybe better????? By the way Bush said they did'nt know the dikes would break, I guess he was too high that day or maybe cuttin wood.

Thats BS. The city of New Orleans proper has about 480,000 people, but once you include the suburbs its 1.3 million. Over 1 million people were evacuated.
The phrase "were evacuated" doesn't necessarily mean that a bunch of guys in uniform come and put you in a giant green truck and drive away.

Death Toll in China Typhoon Rises to 42
By VOA News
03 September 2005
China has raised the death toll from Typhoon Talim to at least 42.
The storm brought heavy rain and winds of up to 125 kilometers per hour Friday. The rain triggered landslides in the eastern part of China's Zhejiang province. Several people are also missing.
In one incident, nine people were buried alive when a mudslide crushed their houses in the city of Wenzhou. A father and son were killed when their house collapsed in the province of Fujian.
In Taiwan, the storm killed at least two people and injured dozens.
Talim eventually weakened as it blew inland over China.

*ANYPLACE* in the country is liable to suffer from a disaster. To blame the victims for living there is to blame them for living. It's that simple. If you think that the citizens of New Orleans should have left the city because something bad might happen, you would have to advocate that all citizens of every city should leave. LA and San Fran have earthquake risk. Seattle and Portland, OR have volcano risk. Any city in the midwest has tornado risk. Any city on the east coast has severe storm risk. Cities in the Southwest have heat wave/drought risk ...and flash flood risks to boot. No place is safe. Quit blaming the victims!
Please keep in mind that the magnitude of the disaster which might strike your community might just make your personal stockpiles of food and water inaccessible or inadequate.
Our responsibility as a nation is to help those who are harmed when the worse happens. Basic decency and obligation to the idea of civilization demand it.

Cowidice,
What makes me a troll? The fact that I disagree? So much for free speech and diversity of opinion. Doesn't it strike you as a bit stalinist to ban me for expressing valid opinions?
Here is an article on cnn that talks about the exercise that FEMA ran in 2004.
http://www.cnn.com/2005/POLITICS...rill/
index.html
Notice at the bottom:
"But one of the drill participants, Col. Michael L. Brown, then-deputy director of the Louisiana emergency preparedness department, told the Baton Rouge Advocate newspaper that, in a worst-case scenario, there would be only so much government agencies could do.
'Residents need to know they'll be on their own for several days in a situation like this,' Brown, who is not related to the FEMA director, told the paper."
So, why didn't the mayor tell the people that they needed enough supplies to last a few days on their own? A military colonel who participated directly in the drill said that they would need to. Why is it a suprise one year later?
Why is Mr. Nagin not being held responsible for his failure to plan?

Many police officers — 50 per cent of the force by some estimates — turned in their badges in disgust and desperation. Compass said his officers were urinating and defecating in a casino basement because they had nowhere else to go and no time off. He also admitted some of his officers have resorted to looting.
Mayor Ray Nagin broke down and wept during a radio interview. "Get off your asses and do something," he said.

Guys,
NOBODY said that FEMA and the National Guard shouldn't be involved. Stop using that straw-man argument. Again, nobody is saying that.
But the local government should have enough resources to ensure that people are starving and dying of thirst after just three days.
That means the local government should have told people how to prepare. They should have told people what to put in a survival kit (food and water for at least 48 hours). And they should have let them know that they might need to survive alone for a week while rescue efforts were going on.
Come on. You guys are telling me that everyone knows Bush is a colossal failure. Well if that's the case, then why would anyone expect FEMA to rescue the whole city in three days?
The notion is just plain crazy.

GOODIE,
Please see my post. Of course your security doesn't depend SOLELY on the governor. But you ought to be able to last four days without George Bush riding in on a white horse to save you.
Of course the only way to survive four days is if you have a kit of emergency supplies. A gallon or two of water and some packs of fruits and nuts would last you and your family four days. Granted, you'd be thirsty as hell and hungry as hell after four days, but you WOULD be alive and you WOULD recover. Thats what is important.

Hey Smiley: How does it feel to be an errand boy for Republicans who have created this mess. Yeah. That's right.
Republicans have been "starving the beast" as Rondald Reagan said, to cut taxes, cut human services, cut emergency services, and shrink the size of government. . . unless its money that's being spent in some foreign land to enrich American contractors. The result, growing deficits, skyrocketing salaries and wealth for people in the top 1%, stagnating salaries for middle and lower class, vanishing health care benefits and retirement benefits.
The same people who didn't have the money to get out of New Orleans are the ones the Republican lobbiests have fought to keep from getting a rise in the minimum wage. Who's going to pay when people get sick or too old to work, now that employers are abandoning health benefits and retirement?
I would say that Bush's plan to fix Social Security solvency with a program that dismantles it would set the stage for creating a third world country with a few very rich, a modest military/police population to keep the rest of the population in line, and a vast number of poor.

Sad to see these shit-stain republicans try and defend this response. There are plenty of people responsible, at every level, and the president and FEMA are included in that blame.
Fortunately there are plenty of republicans who admit something went wrong here. David Brooks has said the president has done a terrible job and called this the "anti-9/11". The Washington Times (owned by a right wing cult) even took a swing at Bush.
Good luck defending this your fucking shit-stain republicans.

Joe: My understanding is that the Mayor announced an evacuation Sunday morning after the State of Emergency was announced Saturday by Georgie... Now, I don't know what happened between the time of the State of Emergency and the Mayor's evacuation call, my guessing is that before you announce an evacuation you have to have plans in place to get emergency personnel in their positions e.g. red cross at the Astrodome etc? With regards to supplies etc - as soon as FEMA kicks in it's my understanding they supply the emergency supplies and equipment (usually on hand via the Nat. Guard) and as most of LA Nat. Guard is in Iraq, then I believe? it's FEMA or the AG that releases Nat. Guards from other areas to give police and security detail... Again, this would be in the FEMA plan, but I'm pretty sure it would be federal command and control because of the State of Emergency status.
Also, NO hurricane disaster is different from most earthquake disasters in that NO is in a bowl and if the hurricane doesn't knock out your road routes, then the water is definately going to get you (all this was predicted).
Plus, all this about Georgie begging the gov to issue an evacuation call seems a bit far fetched as EVERYONE LA reps, senators, gov and the emergency prepareness folks, and army corps were WELL WELL AWARE of what a hurricane could do with NO. I'm not sure what the lines of communication are between LA Emergency Prepared Staff - and the National Hurricane Center are rather than the info. being fed through to FEMA - but I guess that will all come out v. soon before the WH has spun it's own story in the media -
Also, with the winds and the water - in a city the size of NO how can the city rely on itself? Joe, look at the pleas over the years to the Bush admin and the repug congress asking for grants and support to help NO - it is quite disgusting the lack of interest and neglect that went on at the FEDERAL level... We pay taxes for a reason - and it's certainly not for $8 billion of it to go to Iraq and be unaccounted for.

The question doesn't even make any sense. Of course, in a military environment, the General is responsible overall, but that's because he PICKS his leadership.
George Bush didn't get to pick the mayor and governor of Louisiana, because this is not a military dictatorship. Would you prefer that it was?

Bush tossed my salad,
I just did answer it. We live in a democracy. People elect their local and state governments. Bush does not hand select them.
In a military environment, the General PICKS the people working for him. He trusts that they will then pick the right people to put in charge at lower levels.
George Bush can't do that, so your analogy doesn't hold.

Lets see who picked that idiot horse guy to run Fema, Who picked that guy to run the Dept. of Homeland Security? Who cut the benefits to the NY Firefighters after 911. Who cut benefits to my father a Air Force veteran? Who is cutting benefits to all seniors in this country when the new Medicare is in effect. HMMMMMMMMMMMMMM wake-up it's Bush it's Bush it's Bush and all of you who voted for this administration. Has anyone found out where Cheney is yet? Is he still alive?????? Do us all a favor and admit this is a failure, I had to admit that Clinton lied and did get a blow-job and I never voted for the guy. Shit

Mulefly,
It wasn't my contention. I was drawing conclusions from your statements. Well I guess I was wrong. Nice to see that you don't think the american people are useful idiots. It would be even nicer if you didn't act like they were.

All of the repugs were upset at Clinton and made every move long and painful. Paybacks a bitch, God just shut up and go read something other than Star Magazine.

At the end, I think honestly we cannot expect Bush to take resposabilities that well.
Alcoholic, cocaine lover, (His family is the same: even wife laura loved to drive drunk, daughters teenage-drunks, the mexican niece also drug addict) joined the national guard back in the days whe the guard was for cowards, never took responsability for companies he ran under, 9/11 not his fault, no wmd not his fault, osama still banging camels in the desert not his fault, the looting in Iraq not his fault, etc, etc, We get the point. OJ is INNOCENT
And was Bill Clinton responsible for Black Hawk down, OF COURSE!! he was the commander in chief. If we lose the Irak war, whos fault is it? the president or the soldier fighting the battle? Jim B...ubbles and camel JOE when I talk to you I feel Im talking with retards.
Whos fault is that osama is still free? I know DELTA FORCE!!

i guess after watching faux news like what they did last nite with sex abuser spinning blame on the mayor, the new target will be the governor.
we know the senator is off the hook because she is on record of 'thanking' the great leader and his merry fuckups.
that act of appeasment is what keeps one from being the target of a rove/luntz focus group attack as we see here.

Yep, I agree that we need to hear a lot more from the democrats, but Al Gore, behind the scenes, has been working his butt off, to no avail. Yesterday, it was reported that a surgeon at the Charity Hospital in NO , who had operated on the Gore's son, was able to contact Al looking for help of any kind. With his own funds, Al chartered 2 airliners to go to NO to pick up patients and their docs. Problem was he didn't 'clear' it with Dept of Homeland (in)Security, so the rescue never took place. That on top of them refusing aid from Chicago, Canada and other governments. Hell, I even heard Fidel Castro offered aid. Say whatever you will about Fidel and many people do, butlast year a category 5 hurricane hit Cuba and every single one of it's one million plus residents are safe, sound and alive. What does that say?
Oops, back to Lott........he must be doing penance for writing his book about hearding cats in DC, getting back in the good graces of the Bushistas after telling a few truths they wanted buried forever.

I think the heartbreaking pictures on TV of people suffering in New Orleans will hurt President Retard somewhat, but what will REALLY hurt him is $3 and $4 gas prices. Face it--last fall the American people knew that Dubya led the country into a war--a WAR!!-- based on a pack of lies, and said, Oh well, let's reelect him. But then after the election, when Dubya tried to mess with their Social Security, that's where they drew the line. Same deal now. A bunch of poor people suffer and die. That's a shame. But $4 gas--that's what's gonna hurt President Chickenhawk.

Bush faked levee repair for photo op yesterday
by John in DC - 9/03/2005 06:29:00 PM
From a press release LA Senator Mary Landrieu sent out today:
But perhaps the greatest disappointment stands at the breached 17th Street levee. Touring this critical site yesterday with the President, I saw what I believed to be a real and significant effort to get a handle on a major cause of this catastrophe. Flying over this critical spot again this morning, less than 24 hours later, it became apparent that yesterday we witnessed a hastily prepared stage set for a Presidential photo opportunity; and the desperately needed resources we saw were this morning reduced to a single, lonely piece of equipment. The good and decent people of southeast Louisiana and the Gulf Coast - black and white, rich and poor, young annd old - deserve far better from their national governmeent.
--------------
I thought I hear the people in-charge of the Army Corp of Engineers says something yesterday about having completed the repairing the break in the leeve. That they did not want to totally block it because they want to allow the water to flow out so as to lower the water level.
Can some one check this out?
If so we have a major lie to the American public again. Why do we start impeachment?

The Photo-Op White House of Bush, Rove & Partner$ will slink like the snakes they are to slither their way out of this Next Debacle.
They will photo-op at every opportunity, spin at every chance and pull every trick out of their arsenal of evil.
Their grip on power is being threatened and these demons won't be exorcised without a vicious, prolonged fight.
They may be Chickenhawks on the real battlefield but in the political war zone they're mindless, focused zombies.

Back to "I lost my beach house that I spend 2 weeks out of the year in Mississippi, so I know how the ordinary New Orleander feels" Lott. People want answers, not talking points, you Republican Fucker. You can rebuild on your own, asshole, but I know you will be first in line, miles ahead of the ones in a truly desperate need, with your fucking porker barrel hand out. How dare you belittle the plight of these people, blame the news media and praise the failure of this administration. You are not spinning your way out of 10,000 dead people. I'll tell you what a filibuster is: waiting 5 DAYS before full efforts were under way because Dumbya was too busy playing fake guitar, eating cake and playing golf. You said so yourself that the response was slow. Because of that, people are needlessly dead. Quit thanking other politicians and giving each other blowjobs and send more aid. You have wasted enough time, shithead. How the fuck do you sleep at night?

Koppel, Paula Zahn and Anderson Cooper- you guys think you are so tough with your coverage..and doing the public some good..you are all full of shit; your networks all have now decided that demanding journalism is needed? Where were all of you when the rush to war was counting down in March of 2003. Why weren't the tough questions being posed then? Now you try to win the public back by exploiting the plight of poor black americans? You are all a disgrace to broadcast and print journalism. American public wake-up!

Funny how Bush was elected on being the tough guy. "I am going to smoke Osama out of his cave." Yeah right dude he is still there and probably laughing at our inability to respond to a natural disaster. I can still here how Kerry was a coward and "he was going to arm and protect this country with spitballs." Well the proof is now there. The man in charge is only concerned with lining the pockets of his buddies. Mike Brown of FEMA was fired from his last job (which had something to do with Arabian horses). So lets put him in charge. Well, at least we have Halliburton in charge to rebuild New Orleans. There is a new children's book coming to replace the Waldo book..."Where's Cheney."

The fantasy world you once lived in is now going to crumble around you and you're gonna find that your mindless bullshit isn't going to be enough to explain away the wingnut luv juices crusting on your lips. The lights have been turned on indeed. I think the name calling really exposes how truly ignorant you are.
I think it is obvious to everyone that you have an emotional complex due to your extremely small penis size.
Keep up the good work because attitudes like yours is exactly why you got your asses handed to you during the last election.

I'm reminded of the "Whirling Dirvishes," those people who spin and spin so much that they reach a state of transcendetal bliss. They spin and spin and we onlookers are a more than a bit perplexed. "What are they doing? To what end are they hoping to arrive?" Let's face it, America, it's over. Thank God.

You and your logic-fuckin' kind are a disgrace to this country.
If you don't appreciate the way I'm expessing myself...fuck ya, eat shit. But I can assure you that if all of us here weren't separated by the safety of infinity, I'd probably be one of the guys saving your ass from the expression of somebody else.
