Precisely the same way they feed their kids. Via private players meeting the market. And if that means big, affluent schools take over their smaller, less affluent counterparts, to implement successful programmes, terrific. It's business, so bring it on! As parents you will then have choice.
Eg: If you do or don't approve of corporal punishment, there'll be a school to meet either situation - just as there are supermarkets and foodstores to suit all localities.
Or you can vote for JK this year, Kiwis, and pray he'll "change" things.
