I read somewhere that the division of responsibility for the levee system is:
ACOE- all interstate waterways
Local- canals, lakes, creeks etc.
From what I have read today it appears that congress by autorizing 3 specific projects beginning in the 1960s and reauthorized in the 1980s, expanded the ACOE responsibility to include canals, Lake Ponchetrain(sp),and another lake that feeds Lake Ponchetrain. BUMMER.
The Feds seem to have encouraged more development in the N.O. sinkhole by funding these projects. In my opinion, development in a below sea level area that is subject to hurricanes should have been discouraged and no funding provided for any additional levees except what was already there.
The one below sea level area in this country I can think of that might be suitable for development is Death Valley.

It never says they took the soil samples you nitwit. You assUmed that.
Your comment does not "spread the blame," it makes you stupid.
I know you are not an engineer but do you think reading would be too much to ask?

Well Paul I thank you again for the pleasant and enlightening comments. It is always nice to be reminded that I can never measure up to the greatness that is you, but I never said they took soil samples. I said if the vernacular that if the data used in the model was wrong then the results from the model would be wrong.
"If Eustis Engineering used bad samples / technique whatever for the soil analysis then the model using the ACE guidelines will be wrong."
Any reasonable person would not read that as a claim they took samples.
I notice that I am not the only one who pointed this out in your comments section either.
