The Public Policy Institute of New York has mined new U.S. Census Bureau data made available on Wednesday to produce a 50-state ranking of 2004 per capita state and local tax burden. Here are the dozen states with the highest per capita state and local tax burden. The AVERAGE U.S. per capita state and local tax burden is $3,447.
1. New York Per Capita Tax Burden in 2004 @ $5,260
2. Connecticut Per Capita Tax Burden in 2004 @ $4,921
