I'm going to assume that the more recent info is the best available. As people gained access to Jackie Garcia's commentary on what happened (and she'd be the one to ask) the story developed.
But then again, who knows? I can't imagine any more chaotic a story for coverage than this one. A shooting at 1:30 in the morning where one of three witnesses is 18 months old, another of the three witnesses goes unconscious almost immediately after the incident, and the last of three witnesses is asked to attend to her baby, the possibility that the intruders might still be in the house, and her dieing boyfriend, creates confusion that might not be settled in factual print for weeks.
When I first read the 15 minute gap, I thought it was odd too, but I agree with you after. I'm not about to second guess the decision making of someone caught in such a horrible situation. I don't KNOW what I would if I was dealing with so much shit at once, all the while thinking that there might still be intruders in the house. I don't know if that means I'd lose the ability to use my phone, but Taylor's attorney had suggested she had difficulty getting a dial tone, which is a rare but not necessarily suspicious event (have you ever left a phone off the hook?)

We have to keep in mind that most of early reports were coming from Taylor's lawyer while the later info was coming directly from the police. I agree with Skin Patrol that the more recent information is probably more accurate.

Maybe a phone was taken off the hook when the intruder(s) entered.
Only takes about a minute or two to lose dial tone.
Just a thought.

The alleged facts as I have pieced them together include ST & girlfriend being awoken by "commotion" in the house, after which ST locked the bedroom door and grabbed his machete while his girlfriend grabbed the baby and hid under the sheets.
Was it a premeditated murder? Several facts suggest not - first, causing the type of commotion that would awake ST is not a great way to sneak up on someone. Why the commotion? Second and most telling, why not empty the clip into ST? I think these are important questions.
Perhaps the most important issue is whether ST & girl made any noise to let the intruder(s) know someone was in the bedroom. If not, the intruder may not have had an indication that anyone was in the bedroom, kicked the door in, and been surprised to be confronted by ST - a large man weilding a machete. Bust off a few rounds and get the hell out of there. Very plausible.
If noise was made to alert the intruder that people were in the bedroom and they kicked in the door anyway, then we have an indication of an intentional confrontation by the intruder.
