I am always amazed at the way that Norv Turner always seems to be a highly sought-after head coaching candidate. You're absolutely right, his track record just doesn't justify this continued esteem among NFL owners.
I'm sure his apologists would say that he never has been given the tools to win, but three mediocre head coaching performances over a 17 year provide a large enough sample set to identify the constant: Norv just isn't a great head coach.
He reminds me of Dick LeBeau, the failed Bengals head coach who is a greatly successful defensive coordinator. Norv, like LeBeau, seems like he'd be a very successful offensive coordinator someplace. Some people are just better in a supporting role. It happens.
Anyway, this may be one of the best teams that Turner has ever had the chance to coach, so we'll see what he can do with it. But I think the Chargers can look forward to almost-was-but-not-really season under Turner.

The fact is, the Chargers won't be able to replicate the success of 2006 in wins and can only wash away the err of this move with a playoff victory -- no easy task. Anything less will be viewed as a failure of this front office making this coaching change all the more idiotic. More likely the Chargers, under Norv, will win a few less games per year until by 2009 (or 200 this immensely talented team wishes they could be the Wild Card.
