A few comments:
First off, ??? is the shaphel of ???, and not the other way around.
???? is certainly related to ??: it is the hiphil form of the same, and basically means 'stopped sleeping'. The word for 'awaken' is more commonly the hithpael of ????.
So far as the relation between ? and ? is concerned, this all comes down to the chronological development of Semitic languages. In proto-Semitic, it is believed that a letter ? was employed. This became ? in both Hebrew and Aramaic, but later Aramaic began to employ ? in its stead. The Aramaic of the Bible is (with very few exceptions) Late Aramaic, so it employs the ? for these words.

Oh no, my fonts didn't work!!
1) sheqetz is the shaphel of qotz
2) heiqitz is the hiphil of qetz; wake is the hithpael of (root) 'rr
3) relation between tzaddi and ayin; proto-semitic letter (t with dot underneath); became tzaddi in Hebrew and Old Aramaic, tet in Late Aramaic.

Steinberg connects קצף with the קצ family of words.
Ketzev meaning rhythm is related to קצב - to cut, to allocate.

Of course you're right about the Shaph'el - I fixed the syntax.
I agree about hiketz - just didn't see it mentioned in any source.
