Sure, they're very much connected. One who's born "escapes" from the womb.
In English we also refer to a birth as a delivery - and delivery/ deliverance is another meaning of מלט.

And what about the עיר מקלט? It would seem to be related too, but the jump from פ to מ is more plausible than from either to ק.

I actually looked into that, but couldn't find a connection. However, Steinberg does connect קלט with עלט.

Couldn't find much on חרדל. Jastrow says it comes from חד with a resh added (and I guess a lamed added after that.) Not sure how likely that is.
