I think the difference in Switzerland is that not only are men required to keep guns, they're taught by the state to use them for military purposes rather than self defense.

If a person were disturbed enough to want to take another's life, then one taught to use a weapon for offense would be more dangerous than one who simply has a gun locked in his house.
