What happened to the no white after Labor Day thing?
Maybe the white was intentional. She's surely transmitting the Laser Beam Glare of Death toward the podium.
She's an absolute mess (color, style, everything) and desperately needs a skilled designer to soften her look.
I'm thinking her hosts may find it offensive, but as a symbol of her hubby's reign, appropriate.

To me the necklace looks more like those brown lei-type seaweedy things you find on the beach.

the white shows their cluelessness. She brought a bunch of 'cheery' clothes that she and the State Dept and Karen Hughes thought would be classy yet optimistic and casual.. you know,,, show off the good parts of Amurika.

Why do women of a certain political persuasion seem to favor necklaces consisting of multiple strands of large beads/pearls that emphasize the crepe-y skin on their throats?

Because some of us hope to hide that crepe-y neck stuff that we, unfortunately are stuck with.
I, OTOH, wear lots of turtlenecks.
Around her neck are neither beads nor pearls nor seeweed. Her necklace is made of the ears of dead Iraqi children. This to indicate, as she travels about, the her husband is the biggest, baddest motherfu--er on the planet.
It's Karen Hughes' version of "softening her look."
I think Laura's just pissed because Georgie told her a fart joke and called her Condi by accident.
