they're not reins. they're an early learning centre version of a leather harness (usually sold in combination with a sling). actually the early learning centre do a sling too. you hang it between a door frame.

Hmmm Reins... Trevor Mc Donald told us recently (via the medium of television) that the government's electronic tagging policy isn't working. Maybe putting reins on "young offenders" would just as (un)effective AND much cheaper!
