I just came across this, and I disagree with your theory. There's no doubt Tarnato wrote the headline (he's the editor of OpinionJournal.com) but the piece isn't his syle at all. I couldn't imagine him using the phrase "Good Ship Earth," for example. I haven't asked Taranto about it (and I won't), but I'd be very surprised if he wrote it.
