The simple solution is for every planning/budgeting/purchasing decision maker to be required to spend time 'embedded' where the action is...travel in convoys, go out on patrols. It'd really help 'focus' their thoughts about armour.
The UK DOD has a huge disconnect when it comes to trasport in Afghanistan. Defence of the Realm has been doing a great job following the twists and turns.
