The problem with Mr. Pape's theory is that, well, it just goes against all of the evidence.
The idea that he uses the Sri Lankan terrorists as the great proof because they have "killed more" or because they invented a new technology for murdering innocents is comparable to saying that the Mafia isn't a leading source of murder because Charles Manson killed more people than did John Gotti.
Virtually anywhere and everywhere on the planet today where terrorism is rampant one finds the Islamic hand behind it. The fact that there may be a single exception and that exception is more prolific than others is a meaningless red herring.
