Excellent comments. A piece in the Stooge a few days ago detailed how the Bush administration has been effectively shutting down the Federal Emergency Management Agency.

Fun stuff, Nawlins needs fedral $s to raise the levies ( a never ending project) but has enough of local tax dollars to build the superdome. It must have been lack of federal tax dollars that kept the city from installing back-up generators on pumps that are most needed durring storms, or building enclosures around them that would withstand hurricanes.
Grumpoid, the levy system is under the jurisdiction of the Army Corp of Engineers, not the LA govt or the city of N.O. Like the Saint George's Bridge before itr was handed over, the local and state govt.'s couldn't do what they wanted to the levies and the pumping stations since they were a FED govt project that Bush drastically cut back.

The pumping stations are owned and operated by the City of New Orleans. The ten year old project (SELA) to raise sinking levies is led by the Army Corps but it is funded jointly by the state/city and fed. The locals could have increased their portion of the fuding.

Proof? And can you show that the feds have placed no restrictions on the state/local govt proceeding with improvements w/o Army Corps explicit control? Can you prove that the funds didn't come under a federally mandated percentage match requirement that restricts the percentage of the contribution the state/local govt can make relative to the total amount offered by the Feds? That's how Fed govt grants often work. I know. I work w/ them.
I know you are dying to protect Bush, Grump, but you need to offer evidence.

bunk, federal funding comes with a requirement for a MINIMUM % of local matching, not a maximum. Hence the problem with Nathan's mismanagment of the delaware road budget is the lack of matching funds for all the pork Tommy Carper bought home from DC.
Matching funds were not a factor for the pumps without backup generators or the lack of an evacuation plan.
I can imagine what you would be screaming if poor minorities had been evacuated at gunpoint.
