Well-written and sensible.
The current system was specifically designed by "bi-partisan" legislation, and you have described the results of the design perfectly.
Legislators pass the buck. Municipals pass the buck. There is zero accountability and zero responsibliity.
It's important to re-state: this is BI-PARTISAN created.

All right. I've already watched the SNL "Lazy Sunday" video 8 times this morning and I've about run out of internet. So I'm reading back issues of Dennis York. It's the last resort.
My question: What are you talking about when you say give local gov'ts the ability to raise additional funds? Kinda vague. Like a local income tax? I paid a city income tax in Detroit. Other people wanted to, as you can imagine, but they just weren't as aggressive as I was getting the only available apartment.
And what's all this talk about "the long term"? As in, it's cool that Republicans are totally going against local control now; we'll do the right thing in the long term.
I feel you on the whole conservative schtick, but sometimes you lose me with the weird allegiance to these Repubs.
