Back when we had a Republican governor, Republican Assembly, and Republican Senate it would have been real easy to take care of this. And now it's a big deal?
This is not to say that the Frankenveto is OK. It's not. But Fitz is a douchebag for not letting it bug him until now.

Scott Fitzgerald wasn't in the legislature in 1991 when Judy Robson proposed ending the Frankenstein Veto.
Nurse Judy is a hypocrite. She is single-handedly killing the chances of this important reform being in place for the next budget so Diamond Jim can't abuse his powers and ignore the constitution to give his WEAC buddies an extra $400 million that the legislature never voted on.
There's only one person being partisan about this proposal and her name is Judy Robson.

Although I think the Frankenstein veto is wrong in principle, I would be in favor of Doyle using it in his next budget if it resulted in enough extra spending to buy Bob Jauch some breath mints and a new suit.

Fitz was in the legislature when there were no obstacles to ending it. Nothing in the way, clear sailing. Like Cheney and military service, he had other priorities.
I hope he succeeds in this. But he's still a douchebag.
