I'm sorry to say and sad to report that I cannot tell the difference between the bad art and stuff I see in a museum. Well maybe a few...but definitely not all.

The bad art you see in museums is probably from famous artists. Basically, if an artist makes a good enough painting once, the rest of his paintings become solid gold, even if they're lousy. It's brand recognition on a highbrow scale.

That website is fun, although I think they should branch out and critique the pieces that pass for art now a days. The town I live in has a fondness for putting up modern art sculptures that are absolutely horrendous.
Although I also have several pieces that could be submitted...
