RE: "...The best stories, it seems to me, are fantasies..."

I'm thinking that by "fantasies" he meant all of speculative fiction which can be based on science (and called sf). But "something else" does sound a bit weaselly. That would have a perfect place to say "magic" and cover what we usually think of when we say fantasy.

Once you add that "something else," the definition gets so broad, I'm not sure what we're talking about anymore.
